The Infrastructure and Projects Authority (IPA) is the United Kingdom government’s center of expertise for infrastructure and major projects. The IPA works with the government and industry to ensure that infrastructure and public services are delivered successfully to drive continuous improvements in how major projects are delivered, and to improve their performance over time. The government’s Major Projects Portfolio (GMPP) comprises large-scale development initiatives that aim to modernize and strengthen the U.K.’s infrastructure. The IPA, along with HM Treasury, decides which projects join the GMPP. The IPA is responsible for managing the GMPP and for providing technical, expert advisory support and guidance to ensure the success of these projects.
The IPA supports the U.K. government’s net zero commitment by 2050 by planning properly and implementing large infrastructure projects and major initiatives that are likely to deliver significant benefits to the society and the environment. The IPA has been strengthening assurance tests on net zero, climate resilience, biodiversity, and wider environmental considerations during project delivery. It also advocates consistent measurement and management of greenhouse gas (GHG) emissions for infrastructure and construction projects in the playbooks and benchmarks that it publishes for the industry.
